A shot can mean anything from a goal to a free kick hitting the wall. We are a team that are more defensive concious (at the moment). So the answer to your question is, probably in the way we are set up.
How many of those shots are on target? How many are from some chancer with a clueless long range effort? How many end up near the corner flag? How many end up clearing the stand? How many are blocked? I presume saved Penalties are included?
Probably more importantly, how many end up in the back of the net? Millwall have conceded five goals in five league games ... In the championship, four other teams have conceded five, sixteen other teams have conceded six or more, and three other teams have conceded less than five.
You will never stop players taking a shot, that's the nature of Football, init?

We've had 2 on target at Boro- 2 at Norwich-3 at Birmingham 5 v Stoke and 2 against Bristol
We're averaging 15 shots on goal per game. So 17 against is is nothing to get your knickers in a twist for a team that plays on the counter and concedes possession.
