It was his mismanagement that caused the problem.
Presumably, he has deducted the tax money from staff wages and not paid it to HMRC.
Borrowing to pay debts is just replacing one debt with another.

So reading that if the fans don't bail him out by the 10th November they could be hit with further sanctions all down to his mismanagement .
