Have a friend an ex pro football player . Played in Serbia and he knew he was going to sign for Italian club . But he needed some kind of international clearance since Serbia wasnt part of EU . He did played as youth for national team but he needed few caps in the national squad . He was "suddenly" called up just to sit on the bench so he can get that international clearance or permit whatever it was cant remember . Dont know is that rule still aplied or not but to me looks like it is

And precisely the same has just happened with Depay and Holland squad.. needed to be called up for international clearance on a move... Sat in the stands and the move has been granted. Part of the procedures..
