I'm not sure. Even in the old days, managers often wouldn't do the scouting themselves. They would say to the scouts, 'Go find me a #10', and the scouts would return with a list of recommendations. The manager would then probably go along to one or two games to watch the targets for himself...

Let's say release clause is £12m. Palace bid £12m. Everton come in and bid £15m. Club accepts Everton's bid. Esse says 'No thanks. I prefer to stay in London'. How can the club prevent Esse joining Palace?
